Lockdown is secretly a police officer, trained, equipped and funded by the local police department. The crime situation in their region was getting out of hand such that they were afraid of urban vigilantes appearing. To forestall this and maintain control they decided to create their own masked avenger of justice. He operates outside of the law, but with the secret connivance of the police department, allowing them to take extra-legal action without such pesky things as rights and evidence.
