I did it myself! I made DIY pannier bags out of reusable shopping bags! I put some extra cardboard on the bottom for some stability. I would recommend some sort of really cheap board (smooth!) to put on the inside of the bags right beside the bike for extra stability. I am definitely proud of myself for this one! I just looped the handles over the back bike rack and secured with twisting around the frame and D Clips! (no external link)
